Not always combining orders when going to same customer

I have just collected orders from ebay. These consisted of 2 sequential orders from customer A and 2 non-sequential orders from customer B.
Customer A orders were combined into 1 order for shipment.
However, customer B orders were not combined.
Do orders have to be sequential to be combined?
I thought PP used address details to determine if it should combine orders - if so, whether they are sequential or not should not matter - so why wasn't customer B orders combined? The address details exactly match.
I have taken a screen shot but cant't post here due to customers names/addresses being visible.

Thanks for the post. We changed how Amazon Prime orders are combined (or not) but I don't believe there's been any change to eBay orders. Can you email us the screenshot so we can take a look? There are some free programs you can use to obfuscate customer details.

Could you also please confirm if you are running 3.4.1 or newer 3.5

I think I found the problem. 
Although it was same customer from the US, they bought one item off the US site and another item off the UK site.
Orders couldn't be combined because of different currencies for the CN22 customs label.
