after updating to v3.5 I still can not update sales on ebay
Same problem here. PP not uploading tracking numbers or marking orders as despatched on eBay.
HOWEVER, I then restarted my computer, opened PP and the eBay records it said couldn't be updated are all magically updated without me having to try despatching them again!

eBay have made several changes in the last few days, which is why you are seeing these issues.
As you say, it looks like the sales do update, but Packing Partner doesn't recognise that.
We are fixing this issue at the moment, but for now, if you Mark as Despatched again, I would assume that will work.
Same problem here, they are updating on ebay but not within PP. I have tried marking as shipped again but they still remain under the records tab as 'shipped'.
